Summary

The em(4) device uses combined TX/RX interrupts. The netmap
code has a flag to indicate that TX interrupts are in use, and this
flag is NOT set with a IFLIB_INTR_RXTX. This may be leding to the
issue outlined in the PR.

Test Plan

Have lev see if this fixes the issue.
