pkgconfig is the defacto standard to find components. Instead of
opting-in to depending on pkgconfig via USES=pkgconfig, this switches
the behaviour to be opt-out.
If a port does not want pkgconfig, it now needs to define
WITHOUT_PKGCONFIG=yes
