In the cmd form, we create a setid (or use -s) and set the affinity. We
set the affinity on the process anonymous mask if -c is not specified,
and on the newly created cpuset if it is.

The -p form is self-explanatory, altering the affinity on either the
-s specified set or the process' current set.
