lang/gcc10-devel: Update to the 20210820 snapshot of GCC 10.3.1
This brings a back port for the arm back end, support for
-mtune=neoverse-512tvb and -mcpu=neoverse-512tvb and another
change for aarch64, and two back ports for libstdc++.
