dns/dsc: Update 2.15.1 → 2.15.2
- Replace PORTVERSION with DISTVERSION.
- Remove GNU_CONFIGURE_MANPREFIX.
- Add USES=pkgconfig (required to detect libmaxminddb during configure stage).
