net-im/vqcc-gtk: Improve port, set maintainer

No functinal changes:

• Replace PORTVERSION with DISTVERSION.
• Remove "?" from "CATEGORIES?=" and "MAINTAINER?=".
• Set maintainer.
• Remove localbase:ldflags and pathfix from USES - they are unnecessary.
• Refresh patch.
