net-mgmt/smartctl_exporter: add LICENSE_FILE, fix redundant sed flag
Add LICENSE_FILE to point to the actual license file in the source tree.
Remove redundant -i '' flag from REINPLACE_CMD (already included in
REINPLACE_CMD definition).
