audio/libmatemixer: switch to GitHub source

Switch from MATE mirror to GitHub tarball using USE_GITHUB, add
autoreconf and gtk-doc build dependency, and remove gtk-doc HTML
entries from pkg-plist that were never installed due to
--disable-gtk-doc in CONFIGURE_ARGS.
