lang/gcc8: Update EXPIRATION_DATE

During the last commit the EXPIRATION_DATE was set to match the
EXPIRATION_DATE of the last consumer print/wkhtmltopdf however this
consumer has been updated to build with gcc10 hence reduce the
EXPIRATION_DATE to 2023-12-31.
