devel/py-pathspec: Use BUILD_DEPENDS instead of PEP517_BUILD_*

• While I'm here, remove superfluous , in version range

We only use custom PEP517_{BUILD,INSTALL}_{CMD,DEPEND} for core dependencies of
USE_PYTHON=pep517 to avoid cyclic dependency.
