deskutils/notes: update the port to the latest version 2.3.1
- Point WWW to the open-source version, old page is now about "Daino Notes" closed-source derivative by the same author
- Add two missing run-time dependencies, amend USE_XORG list
- Low-resolution icons were removed upstream for aesthetic reasons, but why SVG icon had also been removed is unclear
