graphics/spectacle: add image annotation dependency

Spectacle is a screenshot utility. It can also annotate
screenshots (arrows, labels, etc.) when the annotations
dependency (shared with ksnip) is installed. Add that
dependency since it's useful and maybe an essential
feature for screenshots.
