devel/{pecl|php}-pcov: Convert port

A CodeCoverage compatible driver for PHP

Please note that pecl infrastructure is being deprecated so create a
different port which is not dependent on pecl infrastructure.

This commit also removes pecl-pcov ports in lieu of this port.
