net-im/dino: Unbreak build

• Incorrect use of meson in the previous patch (apologies), this patch fixes the previous misconception.
• Reformatted Makefile so plugin options are grouped together.
• Ensure plugin-dependent files within plist are properly labeled with the right plugin.
