x11-drivers/xf86-video-nv: Update to 2.1.24

Update COMMENT, WWW and pkg-descr.
Add LICENSE.
Since the issue has been addressed upstream, remove the patch that
handles the kernel driver check added in 270509.
The PowerPC patch has been merged upstream.
