devel/py-b2: Update to 4.6.0

Changes since 4.5.1:

• Update the version command to display the installed b2sdk version alongside the CLI version.
• Bump b2sdk version to 2.10.3.
• Fixed autocomplete parser cache on Python 3.14.2+.
• Improve command-line options formatting in CLI help text.
