audio/sidplayfp: Various improvements
- PORTVERSION --> DISTVERSION
- Use upstream release tarball instead of USE_GITHUB
- Remove USES= iconv, works fine without any helpers
- Add USES= compiler:c++17-lang
- Make ALSA and Pulseaudio audio backends optional
