www/py-dj51-django-filter: Set PORTSCOUT

With version 25.2, support for Django < 5.2 was removed (and also for
Python 3.9). Therefore, set PORTSCOUT accordingly.

There is currently a corresponding variant of this port that support a
newer version of Django (= py-dj52-django-filter) and can be used
alternatively.
