devel/jakarta-activation-api: Add new Port

Jakarta Activation defines APIs for determining the type of arbitrary
data, encapsulating access to it, discovering the operations available
on it, and instantiating appropriate components to perform operations
on the data.

This port provides the Jakarta Activation API. The implementation is
provided separately by Eclipse Angus Activation.
