Improve port:

• Fix COMMENT.
• Fix warnings from portclippy.
• Use SP_LIBDIR in USE_LDCONFIG instead of a literal path.
• Replace "RM lib" with "EXTRACT_AFTER_ARGS=--exclude lib".
• Merge INSTALL_LIBs, INSTALL_DATAs, COPYTREE_SHAREs.
• Samplify "etc/speedata/publisher.cfg.sample".
