converters/iconv: fix package creation on -CURRENT

Support for profiled libraries has been removed vom 14-CURRENT.
While other ports have completely removed the creation of profiled
libraries, this patch disables it on 14-CURRENT, only.

While here, add LICENSE and LICENSE_FILE.
