devel/jackson-module-jaxb-annotations: Update to 2.19.0

Part of a lockstep update of the Jackson family: the ports depend on each
other by jar path without version constraints, so they have to stay on the
same version.

2.19.0 still targets the javax namespace: its manifest imports
javax.activation in the [1.2,2) range, which is what devel/jaxb-api and
devel/javax-activation-api provide.
