cad/librnd: update 4.0.1 → 4.3.1

• Fix MASTER_SITES
• Mark MOTIF_BROKEN as it fails to build (as before this update)
• Mark TESTING_UNSAFE as ./librnd_test --gui batch fails to run
• Strip shared libraries
• Use SOVERSION instead of DISTVERSION to refer to libraries versions
