devel/py-types-*,devel/py-pytest-regtest: drop maintainership

Updates for these ports are blocked by gravely outdated version of
py-setuptools whoch python team does not care of updating or providing
an alternative port with newer version for for years. It makes no
sense in maintaining these in FreeBSD ports collection under these
circumstances.
