databases/pgfouine: point to last known distfile

and adjust deprecation notice. Original project website is lost, though.

distinfo unchanged from previous location.

File has timestamp from 2010 - assume project is gone and php code
won't work on today's php. pgfouine was superseeded by pgBadger
(databases/pgbadger) anyways, so deprecation remains.
