textproc/py-mdformat: Update to 0.7.22

• Update list of test dependencies;
• Set the PYTHONPATH variable to find the mdformat module required by tests;
• Fix the minimum required version of setuptools in pyproject.toml (the Ports one is too old) via a post-patch target.
