graphics/vulkan-caps-viewer: Improve port, take maintainership

• Replace GH_TUPLE with BUILD_DEPENDS from graphics/vulkan-headers.
• Sort USE_QT.
• Fix warnings from portclippy.
• Add ignore tag sdk_2023_1 for portscout.
• Align options.
