devel/javax-activation-api: Add new Port

Jakarta Activation API 1.2.2 provides the classic javax.activation API
for handling MIME-typed data. Despite the Maven artifact name, this
release still provides classes in the javax.activation namespace.

This port installs only the Activation API and does not include an
implementation.
