www/dooble: Update to 2026.08.21

Link with gpgme for use with the application lock function.
Replace /usr/local with ${LOCALBASE}.
Install dictionaries into ${DATADIR} to avoid pageedit conflict.
Remove the unnecessary desktop-file-edit.
