devel/godot: Update 4.6.2 => 4.7

While here:

• Use built-in harfbuzz and icu4c because system-provided icu4c or harfbuzz cause known issues for GDExtension (see GH-91401 and GH-100301).
• Update patch metadata.
• Update LICENSE.
