games/lincity-ng: Take maintainership

Update WWW to github.

The project moved to github and the newest version is 2.13.1. It does
not build because of missed error.h but it seems the master version builds
(see https://github.com/lincity-ng/lincity-ng/issues/258).
If new version will release update it.
