sysutils/f3: Update 8.0 => 10.0, take maintainership

Upstream moved sources to src/, build output to build/, the man page to
man/ and the helper scripts to scripts/, adapt do-install accordingly.

While here, switch to DISTVERSION and pet portclippy.
