security/hashcat: mark as broken on aarch64

An attempt to fix the build failed due to dependencies on functions
that might exist on other platforms (e.g. on Linux).

Building with software emulation of special functions (e.g, for CRC)
may be possible, resulting in significantly reduced performance.
