chinese/libime: Update to 1.1.17

Follow data/CMakeLists.txt for the bundled OpenGram data: lm_sc.arpa
20260606 -> 20260629 and dict 20260430 -> 20260907.

Add the missing libzstd LIB_DEPENDS: upstream requires zstd, which was
only pulled in indirectly through devel/boost-libs.

Declare boost-libs as a build and run dependency, not by libboost_*.so:
the Boost.Filesystem LIB_DEPENDS was never needed, and Boost.Iostreams
is header-only here, so nothing links to a Boost library at run time.
The installed headers and LibIME*Config.cmake still need Boost, hence
the run dependency.
