www/py-dj60-social-auth-app-django: Set PORTSCOUT
- The only consumer, net-mgmt/netbox, is currently incompatible with newer versions due to breaking changes.
Therefore, set PORTSCOUT temporarily until net-mgmt/netbox has been updated to the upcoming 4.7.x release.
