sysutils/amazon-ssm-plugin: Update to 1.2.463.0

• Fix build error on arm64 by updating a go-module, golang.org/x/sys.
• Clean up vendor go-modules from each origin repositories.
• Add only support arm64, armv6, armv7 and riscv64 by golang.
