databases/postgresql-cstore_fdw: Mark for removal

This port is not supported on postgresql versions > 13. PostgreSQL-13
was recently removed from the ports tree since it is EoL.

Please migrate to pg_citus using the migration instructions at
https://github.com/citusdata/cstore_fdw.
