x11-toolkits/wxgtk32: Switch dependencies to libsoup 3.0 and webkit2-gtk 4.1

Upstream alread did this switch: prefer libsoup 3.0 and webkit2-gtk 4.1
during configure stage and use libsoup 2.4 and webkit2-gtk 4.0 only if
can't fine newer versions.
