biology/ugene: Update to 53.1

Port changes:
- Fix build on non-x86, mark IGNORE for aarch64.
- Switch to cmake, qmake is not supported anymore.
- Drop unused sqlite, renew Qt components.
- Convert to PORTDATA, use shebangfix.
