devel/rubygem-pdk: Re-add missing dependency
The dependency was removed in 42ee955d88e10641d80dc4db964b448ae19de54b
to workaround an issue fixed in
29d5e9f2c22c5c27f165929f8b8236401f09aeb8.
Now that the dependency is available, fix the port.
