net/fping: Update to 5.3
- Replace PORTVERSION with DISTVERSION
- Remove USES= autoreconf
- Remove GNU_CONFIGURE_MANPREFIX
- Remove patch (fixed upstream)
- Adjustments to port makefile to more closely follow Porters Handbook
