www/uwsgi: update 2.0.20 → 2.0.21, take maintainership
- Update to 2.0.11 which brings in Python 3.11 support
- Take maintainership after 3 (or more) consequential maintainer timeouts
- Switch to fetching from GitHub
- Drop deprecated USE_PYTHON=optsuffix
