www/openresty: enable HTTP/2 and HTTP/3

Switch the runtime dependency from PCRE to PCRE2, which is what
the bundled nginx build detects and links against.

Add HTTP/2 and HTTP/3 options and enable them by default. Also fix
stale option names in OPTIONS_DEFAULT and clean up a few option
descriptions.
