net/miniupnpd: Update 2.3.6 → 2.3.7

Changelog:

• FreeBSD: use libpfctl (FreeBSD 15+ or --libpfctl)
• default NOTIFY interval of 900s minus a random value
• ipv6: prefer globally routable addresses
