emulators/es-de: Update 3.3.0 => 3.4.0, remove NLS option

The NLS option has been removed and the port is compiling with enabled localization support unconditionally for now. Otherwise the program would fail to start if the NLS option is disabled, see also https://gitlab.com/es-de/emulationstation-de/-/issues/2031.

Simplify the utf8cpp include directory handling.
