releases/15.0R/relnotes: Fix common 'mac' jail parameter node description

Use a less telegraphic style.

Point to mac(4) instead of mac(3) for an introduction to MAC.

Fix the commit hash (pointed to a MFC commit in stable/14).

While here, fix punctuation around the commit as in earlier commits of
mine.
