Swap out all references to rcNG in favor of rc.d. This is not
"next generation" technology anymore. :)

Update text and examples to match current realities relative
to the local_startup import, and other advances.

Attempt to future-proof the text a little by referring to
dates and releases, rather than (e.g.) "recently."

Add some more man page references.
