Rework section on BROKEN, FORBIDDEN, and especially IGNORE. Cross-
reference CONFLICTS in the latter. Add NOT_FOR_ARCHS and ONLY_FOR_ARCHS.

While here, tweak references to FreshPorts and portsmon.
