Don't tell committers to place distfiles in their freefall public_html/
webspace. Tell them to place dists into ~/public_distfiles/, as per
message-id: <20000617231525.D61804@dragon.nuxi.com> in cvs-committers.
Since this document is written for port authors, not just committers,
only tell committers this information in a back-handed manner.
