Significant updates to the GSoC page for 2009:

• Update 2008->2009.
• Add Proposal Guidelines section.
• Add many FAQ entries.
• Add back automatic incorporation of soc-appropriate ideas to the main soc page; make it clear that other ideas are also welcome.
